Complying Development (CDC) is a council fast-track approval process for straightforward development proposals that meet specific criteria set out in the State Environmental Planning Policy. Common types of work that may be eligible for CDC include minor home renovations, small-scale commercial developments, and certain residential developments. To determine if your project qualifies for CDC, it's advisable to consult with our building certifier for guidance or visit our CDC page for more information. 


Whether you need a construction certificate depends on the type and scale of your project. To determine if your project requires a construction certificate, please contact us with details, and we'll assess your specific situation or visit our Construction Certificate page for more information. As a general rule, a CC will always be required if development application (DA) has been approved by council. 


To lodge an application on the Planning Portal, we recommend following these steps:

  1. Access the NSW Planning Portal: You can visit the NSW Planning Portal website to begin your application. You'll need an account to use the portal.
  2. Account Setup: You can either use your existing Service NSW account or register for a NSW Planning Portal account if you don't have one.
  3. Browser Choice: For the best experience, we recommend using Google Chrome on a PC or laptop. The portal is not optimized for mobile phones.
  4. Resources: For detailed guidance on setting up your portal account, completing online applications, and uploading supporting documents, refer to the NSW Planning Portals FAQs and Quick Reference Guides.

To manage your application on the Planning Portal, follow these steps:

  1. Start Your Application: Click 'New' to initiate your application. Then, complete the online form and proceed through the necessary steps.
  2. Upload required documents: You'll need to upload specific documents to the portal. These may include Owners Consent, Statement of Environmental Effects (SEE), or BASIX certificates. Please make sure that the file names of your documents adhere to your local Council's naming convention. This is essential for proper processing.
  3. Save and Resume: If you need to take a break or gather additional information, you can save your application and return to it later.
  4. Separate Applications: Each application type should be uploaded separately into the portal, such as: 

  • Complying Development Certificates (CDC), 
  • Development Applications (DA), 
  • Post Consent Certificates (CC, OC, SC), 
  • Planning Proposals, 
  • Planning Certificate 10.7 (formerly known as 149 certificates), 
  • Roads Act applications (S138, Driveways), and 
  • S.68 Local Government Act applications (Plumbing Permit, Waste Water Management System, S68 Activity),
